In the rural village of Rangasthalam, set in the 1980s, the residents live under the oppressive rule of the village president, Phanindra Bhupathi, who has been in power for 30 years. He exploits the villagers, charging them excessive interest on loans and silencing anyone who dares to oppose him.
The story follows Chittibabu, a cheerful and partially hearing-impaired man who makes a living by supplying water to the villagers. He lives with his family, including his elder brother, Kumar Babu, who is educated and more politically aware. When Kumar Babu returns from Dubai, he is shocked to see the villagers suffering under Bhupathi’s rule. Encouraged by his friend Mahesh, Kumar Babu decides to contest the elections against Bhupathi, aiming to bring justice to the village.
Chittibabu, though initially reluctant to get involved in politics, becomes his brother’s protector and supports his campaign. His love interest, Ramalakshmi, also stands by him. As tensions rise, Bhupathi and his men try to intimidate and suppress Kumar Babu’s growing influence. Chittibabu fiercely defends his brother and fights against the president’s goons.
Tragedy strikes when Kumar Babu is brutally murdered, leaving Chittibabu devastated. Fueled by revenge, he turns against Bhupathi and ultimately kills him, liberating the village from his tyrannical rule. However, in a shocking revelation at the end, Chittibabu learns that it was his own trusted friend Mahesh who had secretly conspired with Bhupathi to kill Kumar Babu. Enraged, Chittibabu avenges his brother by eliminating Mahesh.
The film ends with the village finally free from Bhupathi’s rule, but Chittibabu is left haunted by the betrayals and losses he has suffered.
