Plot/Summary
Five months into Thaddeus Ross’s presidency, Sam Wilson (Anthony Mackie) and Joaquin Torres (Danny Ramirez), now the new Captain America and Falcon respectively, are dispatched to Oaxaca, Mexico. Their mission is to thwart the illegal sale of classified items stolen by the mercenary Sidewinder and his group, Serpent. While they recover the items, Sidewinder manages to escape. Torres embraces his new role enthusiastically, but Wilson remains cautious due to their lack of superhuman abilities. They later train with Isaiah Bradley (Carl Lumbly), a super soldier who endured government experimentation.
President Ross (Harrison Ford) invites Wilson and Torres to a summit at the White House, aiming to reform the Avengers. During the summit, Ross reveals the discovery of adamantium on “Celestial Island,” formed from the emergence of the Celestial Tiamut in the Indian Ocean. He proposes a treaty to regulate its mining and distribution. However, the event turns chaotic when the song “Mr. Blue” triggers several attendees, including Bradley, to attack Ross and other dignitaries. These individuals, once apprehended, have no recollection of their actions.
Investigating the incident, Wilson captures Sidewinder and traces a call to Camp Echo One, a covert facility in West Virginia. It is revealed that Dr. Samuel Sterns (Tim Blake Nelson), who gained heightened intelligence after exposure to Bruce Banner’s blood, is behind the mind-control scheme. Sterns, feeling betrayed by Ross’s broken promises of release, orchestrates events to tarnish Ross’s reputation.
Wilson, Torres, and Ruth Bat-Seraph (Xosha Roquemore), Ross’s head of security, confront Sterns on Celestial Island. Amid escalating tensions between American and Japanese forces over adamantium claims, mind-controlled pilots attack the Japanese fleet. Wilson and Torres intervene, preventing further conflict, though Torres is critically injured. Ross confesses to Wilson about his deteriorating health and reliance on Sterns’s experimental treatments.
